Local Services Ads or Google Ads: which one a local service business should run

LSAs charge per lead and sit above everything. Google Ads charge per click and give you control. The honest comparison, including what changed on October 1.

These are two different products that happen to both be sold by Google, and picking between them is mostly a question about your business rather than about advertising. Local Services Ads charge per lead, sit above every other result including the Map Pack, and require a background check. Google Ads charge per click, sit below the LSA block, and give you control over every part of the campaign. For most local service businesses the answer is to start with LSAs and add Google Ads for the searches LSAs cannot reach.

The structural difference

Local Services Ads appear at the very top of the results page, above the paid search ads and above the Map Pack, as a block of businesses with a rating, a review count, and in some cases a Google Guaranteed badge. You pay per lead, meaning per phone call or message, not per click. To run them you pass a licence and insurance check, and in most trades a background check.

Google Ads are the text ads below that block. You pay per click, whether or not the click ever calls you. You choose the keywords, the negatives, the geography, the schedule, the budget and the landing page. Nothing is checked beyond the ad content.

The practical consequence: LSAs are simpler and less controllable. Google Ads are the reverse.

What changed on 1 October 2026

The economics of LSAs shifted this year and it matters for the comparison. Google now charges advertisers for some calls that go unanswered. If a caller stays on the line for more than 20 seconds during your business hours, that missed call counts as a billable lead, and follow-up calls in the same conversation can bill too. That single change moves LSAs from “pay only for leads you got” much closer to “pay for the phone ringing”. If you do not answer reliably, LSAs became meaningfully more expensive, and the fix is operational rather than advertising: answer the phone, or have something that catches it when you cannot. This is exactly the gap that missed-call text-back exists to close, and it is now a direct line item rather than a soft cost.

Two other recent changes are worth knowing before you choose. Google expanded the LSA booking-partner network from 20 to over 500, which auto-enables direct booking from the ad for a lot more businesses. And in Canada, Google now pays out leads before your badge finishes, which removes the old reason to delay starting.

When Local Services Ads win

  • Your trade is eligible and you can pass the checks. Not every category is supported, and eligibility varies by country and region. This is the first question, not the last.
  • You answer the phone reliably. Since October this is the deciding operational factor.
  • You sell a fairly standard job at a fairly standard price. LSAs give you no control over which searches you appear for, so a business with a wide price range gets leads it does not want and pays for them.
  • You want the top of the page without a website that can compete. LSAs sit above organic and above the Map Pack, and they do not depend on your site at all.

When Google Ads win

  • You need specific searches. Emergency work, one particular service, one particular make or model, one town out of five. LSAs cannot be steered that finely and Google Ads can.
  • Your jobs vary a lot in value. You can bid differently for a job worth $300 and a job worth $6,000. LSAs treat both as a lead.
  • You are not eligible for LSAs, which decides it.
  • You want the data. The search terms report tells you what people actually type, which is worth having even when the ads themselves break even, because it feeds the pages you build next.

The sequence most local businesses should follow

  1. Check LSA eligibility for your category first. If you are eligible and you answer the phone, start there. It is the top of the page and it is per lead.
  2. Add Google Ads for what LSAs cannot reach. The specific, high-value and emergency searches, and any town or service the LSA lead flow is not covering.
  3. Do not let either replace the profile work. LSAs sit above the Map Pack, but the Map Pack is free and it does not stop when the budget does. If your Google Business Profile is weak, paying to sit above it is renting a position you could own. Start with what actually moves a profile.
  4. Reduce spend as organic position improves, rather than switching it off on day one.

The mistake that makes both look expensive

Whichever you run, the numbers are meaningless if the tracking is broken, and broken tracking is the norm rather than the exception. A conversion event set up correctly three years ago stops firing after a theme update or a rebuilt form, nobody is alerted, and the reports keep arriving saying zero.

They are priced differently, so cost per lead is the only fair comparison, and it varies by trade and region. Run both for 60 days with working conversion tracking and compare cost per booked job, not cost per lead.

Do I need the Google Guaranteed badge to run LSAs?

Not to start, in Canada. Google now pays out leads before the badge process finishes, so you can begin before the checks complete. You do need to pass them to keep running and to display the badge, which is the part customers actually respond to.

Do Local Services Ads help my organic ranking?

No. They are advertising and they carry no organic ranking benefit. They can help indirectly by generating customers who then leave reviews, and reviews do affect Map Pack ranking, but the ads themselves change nothing about how you rank.

Can I run both at the same time?

Yes, and most established local service businesses should. They occupy different positions on the page and catch different searches. Watch that you are not bidding Google Ads on the same searches your LSAs already cover well, which is a common way to pay twice for the same customer.

What if my trade is not eligible for LSAs?

Then the decision is made and Google Ads is the paid option. Put the effort into the negatives list and the landing pages, because in a category without LSAs the paid results sit higher on the page and are worth more.
