Definition
A justification is a line Google adds beneath a business in the Map Pack to explain why the listing matches the search. Common types are the website justification ("Their website mentions furnace repair"), the review justification (a quoted phrase from a customer review), the services justification ("Provides: drain cleaning"), the posts justification (from a recent Google post), and the in-stock justification for products. Google chooses the type; the owner controls the sources it draws from.

The line that wins the tap
Three listings with similar ratings look the same until one carries "Their website mentions emergency plumber" under a search for exactly that. Justifications do not change rank; they change which of the three gets tapped. We have not measured tap share by justification type ourselves; what we see in the Collingwood trade packs is that the listing with a matching justification is usually also the one with the most recent review.
Sources under the owner's control
The website justification reads the page the profile links to, so the service words need to be in visible text on that page, not only in a menu. The services justification reads the services list on the profile. The review justification reads customer wording, which is why asking a customer to mention the job ("replaced our water heater in Thornbury") is worth more than a plain five stars.
Example
Suppose a Meaford electrician adds "EV charger installation" to the services list on the profile and to the homepage in plain text. The pack listing for "ev charger installer meaford" can then carry the line "Provides: EV charger installation" while the two competitors above it show a generic review snippet. Rank is unchanged; the tap goes to the listing that answers the search in one line.
The common mistake
Stuffing the profile description. Justifications do not read the description field. They read services, posts, reviews, and the linked website page. Effort spent on the description is effort that never shows in the pack.
